PURPOSE: An open phase recovery device and method in an electric power system are provided to prevent occurrence of overvoltage when a neutral line breaks, thereby reducing waste of electric power. CONSTITUTION: An open phase detector(200) detects open phase in a power line. A disconnection detector(210) detects disconnection of a neutral line. A current detector(220) detects that abnormal current flows in the neutral line and the power line. A temperature detector detects a temperature of the neutral line. A controller generates a control signal to recover an abnormal electric power.
