PROBLEM TO BE SOLVED: To avoid congestion of a network even if a fault occurs in a core network device in a state in which bearers are established between many UEs and the packet data network.

SOLUTION: A mobile communication method according to the invention includes the steps of: an MME transmitting "PDN Disconnection Request/Detach Request" including a restriction time, if the MME disconnects a bearer due to a prescribed reason such as a fault in an S-GW/P-GW or the MME in a state in which a bearer is established between a packet data network and UE; and the UE restricting transmission to the packet data network during the restriction time.
