PURPOSE: An operation control device of a rotary power generator is provided to apply a brake capacity by an electric short method of a power generator and to apply a mechanical brake capacity, if necessary, by detecting the RPM of a blade in a short state. CONSTITUTION: An operation control device of a rotary power generator(20) comprises a power generator state detection part(110), a short-circuit part(130), a short current detection part, a brake(180), and a main control part. The power generator state detection part detects the output power of a power generator from output lines which output the AC current of the power generator. The short-circuit part is installed to short-circuit the output lines of the power generator. The circuit current detection part outputs abandoned signals corresponding to the current flowing from a secondary coil(142) to an inductor. The brake is installed in a rotation system of a blade(10) in order to mechanically control the blade. The main control part controls a short control switch(132) of the short-circuit part and the brake.
