PURPOSE: A waiting screen providing system and a method thereof are provided to supply an optimal service environment to a user waiting screen by setting the waiting screen through the automatic arrangement of icons and widgets after an application is installed. CONSTITUTION: A service providing server(300) provides waiting screen formation information and application information for providing a service. The waiting screen formation information includes arrangement information about a widget and an icon generated when the application is installed. A relay server(400) grants message authentication information confirming a change of the waiting screen formation information and creator authentication information confirming a creation subject of the waiting screen formation information. If the waiting screen formation information is received, a portable terminal(100) authenticates the waiting screen formation information according to the message authentication information.
