PROBLEM TO BE SOLVED: To provide an energy management device and a power management method capable of improving load followability of a fuel cell.

SOLUTION: A power management system 1 comprises a control unit 540 for controlling maintenance of a high temperature to maintain a temperature of an SOFC 110 during operation within a predetermined temperature range, and a determination unit 530 for determining a period during which maintenance of the high temperature is to be controlled. The control unit 540 controls maintenance of the high temperature in a period determined by the determination unit 530.
