<P>PROBLEM TO BE SOLVED: To simply and properly calculate an estimated value or a predicted value of an output of photovoltaic power generation. <P>SOLUTION: A learning unit 158 constructs an output calculating model for calculating an output of photovoltaic power generation on the basis of sunshine hours and a solar altitude, on the basis of a measured value of the output of the photovoltaic power generation during a learning period, the sunshine hours, and the solar altitude. An output calculating unit 160 calculates an estimated value of the output of the photovoltaic power generation in an estimation period or a predicted value of the output of the photovoltaic power generation during a prediction period, on the basis of a measured value of the sunshine hours in the estimation period and the solar altitude or a predicted value of the sunshine hours in the prediction period and the solar altitude.
