The device has a pipe (3) with an open inlet (4) and an open outlet (5) in top and end portions with same height. The length of the pipe is selected depending on the gradient of the stream (1) so that the difference in height between the open outlet and water level of the stream is set in the area of water wheel (6) with a coupled generator.
