The present invention relates to a cosmetic composition in which a W/O (water in oil) cosmetic composition with low viscosity is packaged in an airtight container, and more specifically, to a cosmetic composition with low viscosity which enhances the stability of easily-separable low viscosity materials and improves user convenience by impregnating the W/O cosmetic composition with low viscosity in a urethane foam and packaging the composition in the airtight container.
