<P>PROBLEM TO BE SOLVED: To inhibit imbalance between supply power amount and demand power amount by proposing a use agreement with appropriate incentives to a demand side for encouragement of cooperation when the demand power amount on the demand side is more than the supply amount on the supply side and supply shortage power is predicted to occur and by executing forced stop control of power supply. <P>SOLUTION: On the basis of demand balance information of electric power, an individual-consumer use agreement proposal section transmits a control command for reducing or blocking power supply for a consumer, adjusts the power supply using a plurality of switches and prepares a use agreement including possible use power amount and electricity rate.
