<p>An airbag, an airbag device, and an occupant restraint device in which, until the pressure in the airbag is higher or equal to a predetermined level, a vent hole is kept closed or opened to a small degree and in which, when the pressure in the airbag is higher or equal to the predetermined level and, simultaneously, an occupant is in contact with the airbag, the vent hole is opened or opened to a large degree. The vent hole (18) is provided in a rear panel (14) of the airbag (10). A tether (60) has a lid section (61) for covering the vent hole (18), a connection section (62) having the base end that continues to the lid section (61) and also having the head end that is connected to the front panel (12), and a retention section (63) having the base end that continues to the lid section (61) and also having the head end side that extends to the peripheral edge side of the airbag (10).
