<P>PROBLEM TO BE SOLVED: To provide a discharge alarm system capable of quickly making alarm notification and evacuation guidance known in response to a change in condition of a river even for the river provided with insufficient facilities. <P>SOLUTION: A discharge alarm system comprises: a first observing device for outputting an event start signal related to a first river; a monitoring station that receives the event start signal related to the first river from the first observing device and outputs a control signal related to the first river; a discharge alarm device that receives the control signal related to the first river from the monitoring station and performs alarm notification to a peripheral area of the first river through a first loudspeaker; and a second observing device for outputting an event start signal related to a second river.
