PURPOSE: A vehicle monitoring system is provided to transmit face area information and 3D shape data to a server device besides information of a number plate area. CONSTITUTION: A camera(1791) obtains video data of an entering vehicle. A laser scan device(1792) obtains successive 2D scan data of the entering vehicle. A controller(1793) detects a face area and a number plate area from the video data. The controller obtains 3D shape data from the successive 2D scan data and transmits information of the detected face area, information of the number plate area, and the 3D shape data to a server device(19).
