PURPOSE: A composition containing a medicinal herb extract is provided to promote incretin hormone and insulin secretion without toxicity in a cell, to reduce blood glucose in an animal model, and to prevent or treat prediabetes and diabetes. CONSTITUTION: A pharmaceutical composition for preventing or treating prediabetes and diabetes contains extracts of Cornus fruit, Dioscorea Rhizome, Citrus aurantium fruit, and Morus alba leaves as active ingredients. The extract is isolated using C1-C4 alcohol or a mixture solvent thereof. A health functional food for preventing or treating prediabetes and diabetes contains the extracts as active ingredients.
