<P>PROBLEM TO BE SOLVED: To provide base station, network device and communication control method, capable of increasing the number of processable voice calls while utilizing 3G resources in the case of sudden increase of voice calls at disasters, etc. <P>SOLUTION: An eNB 110 includes: an HO initiation metric acquisition unit 111 for acquiring a metric indicative of the state of a voice call processed through the eNB 110; a mobile station state acquisition unit 112 for acquiring the state of a mobile station processing the voice call; and if the metric value acquired by the HO initiation metric acquisition unit 111 exceeds a predetermined threshold and if the state of the mobile station acquired by the mobile station state acquisition unit 112 satisfies a predetermined condition, an HO processing unit 113 for transmitting to the mobile station a handover instruction to handover the mobile station to a 3G system. <P>COPYRIGHT: (C)2013,JPO&INPIT |
