PURPOSE: A method for implementing a mobile relay and a system thereof are provided to solve a bottleneck phenomenon of backhaul link acceptance capacity in a scenario and access link acceptance capacity in a relay system of high speed movement. CONSTITUTION: A spectrum sensing module(102) senses a spectrum. The spectrum sensing module transmits a spectrum sensing result to a spectrum management module(103). The spectrum management module assigns an available spectrum, which is a first working frequency band, to a first link between a mobile relay station and a base station. The spectrum management module assigns the available spectrum, which is a second working frequency band, to a second link between the mobile relay station and a user terminal.
