PURPOSE: A geographic information reading device and a vector map data encoding method of a geographic information system are provided to encode location and direction information of vector map data in a process compressing massive geographic information vector map data, thereby preventing read or storage of an unauthorized accessor for geographic information. CONSTITUTION: A map load unit(120) loads vector map data in a database of a GIS(Geographic Information System). An extraction unit(130) extracts a layer of a polyline and polygon attribute from the vector map data. A setting unit(140) sets a minimal coding attribute in the layer. A separate unit(150) comprises an integer and decimal part block and a first password setting unit. A arrangement unit(180) comprises a second password setting unit and rearranges a parameter.
