PURPOSE: An apparatus and a method for improving the safety of a secondary battery is provided to accurately sense impacts applied to a secondary battery pack, thereby improving the stability of a secondary battery from an impact. CONSTITUTION: An apparatus and a method for improving the safety of a secondary battery comprises: a sensor part which comprises a first sensor(132) sensing a flow by being attached to the surface of a secondary battery cell(110), and a second sensor(134) sensing a flow by being attached to the inner wall of a secondary battery pack housing(120); a memory part(150) storing the critical value of a first measurement value measured in the first sensor and a second measurement value measured in the second sensor; and a control part(140) which calculates a difference value between the first measurement value and the second measurement value, compares the difference value with the critical value stored in the memory value, and blocks the operation of a secondary battery cell when the difference value is larger than the critical value.
