<P>PROBLEM TO BE SOLVED: To provide a technology by which a communication partner device can appropriately receive a signal from a radio communication device. <P>SOLUTION: A transmission power determination part 33 determines transmission power of a first system communication part 51 according to a MCS in the first system communication part 51 reported from a first system base station. A transmission power related value acquisition part 34 acquires a transmission power related value relating to the transmission power of the first system communication part 51 reported to the first system base station. A transmission power reduction determination part 35 determines whether or not the transmission power of the first system communication part 51 is necessary to be reduced. An offset addition part 36 adds an offset value to the transmission power related value, when it is determined that the transmission power of the first system communication part 51 is necessary to be reduced.
