PURPOSE: An electrode active material, manufacturing method thereof, and an electrochemical capacitor including an electrode using the same are provided to improve economic feasibility by using activated carbon of low price manufactured through dual surface treatment. CONSTITUTION: A first layer(20) is formed on the surface of activated carbon(10). The first layer has a porous structure. A second layer(30) is formed at the first layer. The second layer has polarity bond. The polarity bond of the second layer is substituted with the carbon bonding of the surface of the first layer.
