MOVING PICTURE ENCODING AND DISTRIBUTING SYSTEM

PROBLEM TO BE SOLVED: To provide a moving picture encoding and distributing system capable of predicting occurrence of frame skip and frame repeat in advance to preliminarily perform frame interpolation.

SOLUTION: A decoder board 6 decodes encoded moving image data in accordance with a first clock. A graphic board 7 performs processing on the decoded moving image data in accordance with a second clock to generate a moving image to be displayed on a monitor 11. A frame skip and frame repeat occurrence prediction device 8 predicts a timing when frame skip or frame repeat of the moving image data occurs, on the basis of a phase difference between the first clock and the second clock. A frame interpolation device 9 performs interpolation processing on a frame of the moving image data at the predicted timing.
