According to the present invention, disclosed is an apparatus for pre-heating a fuel for a ship using carbon nanofibers. The present invention relates to an apparatus for pre-heating a fuel stored in a fuel tank of a ship, wherein the apparatus comprises: a support plate having multiple joint holes formed at a predetermined interval along an edge thereof and a plurality of electrodes protruding vertically; one or more bobbins vertically coupled onto the upper surface of the support plate; and carbon nanofibers wound along the bobbins.
