<p>PURPOSE: A heterogeneous network based data simultaneous transmission service method and apparatus thereof are provided to induce a terminal device to access a network by providing a network selection policy including network device information. CONSTITUTION: An information acquisition unit(110) calculates conversion index values according to network information based on collected time. When the calculated conversion index value is over a threshold value, the information acquisition unit acquires a network selection policy corresponding to a current location.
