Provided are a processing method and apparatus for decreasing radioactive substance absorbed in a material to a safe level for living environment. The method includes: a step of subjecting a material for processing that has absorbed, or has been caused to absorb, radioactive substance from an environment to at least a step of heat-processing the material in a pressure state of not more than the critical temperature and not less than the saturated vapor pressure of water, or a step of rapidly releasing pressure; and a step of separating the material into a liquid content and a solid content after the preceding step.
