A server comprises: an area information acquisition unit which, when a prescribed event has occurred, acquires information which denotes the area where the prescribed incident has occurred; a participant information acquisition unit which acquires participant information of a user terminal which is covered by a base station which is set in the area on the basis of the information which represents the area from a participant information administration server which associates and administers participant information and information which denotes the covering base station for each user terminal; a personal information comparison unit which compares personal information which is administered by a personal information database which administers personal information which is to be stored on the user terminal with participant information which is acquired by the participant information acquisition unit and identifies the user terminal which has the personal information which includes the participant information; and a message notification unit which notifies the identified user terminal that the user of the user terminal which has the participant information which is included in the user terminal personal information is in the area wherein the prescribed event has occurred.
