PURPOSE: A battery managing apparatus and a battery energy storage system are provided to control a voltage imbalance between battery racks by connecting an initial charging unit to the battery rack. CONSTITUTION: A tray(320a-320n) includes one or more batteries. A first switch(330) connects the tray to a power conditioning system. An initial charging unit operates before the first switch is on and prevents an inrush current by initially charging the batteries. A surge voltage is generated by the operation of the initial charging unit.
