摘要 <P>PROBLEM TO BE SOLVED: To provide a device and a method for forming an oxidized layer, which can form the oxidized layer evenly over all segments in the passages of a manifold block of which the structure is complicated and the route is long. <P>SOLUTION: The invented device includes an electrolytic bath 1 filled with an electrolyte necessary for forming the oxidized layer, a manifold block 3 put in the electrolyte in the electrolytic bath, electrodes 4 and 5 for applying electric power to the electrolyte from a power source for forming the oxidized layer, and an oxygen supply unit 10 for supplying oxygen to the inside of the electrolyte. The electrodes connected to the electrolyte include electrodes inserted in respective passages of the manifold block. The electrodes inserted in respective passages of the manifold block are covered with insulating tubes.
