<P>PROBLEM TO BE SOLVED: To suppress a change of density between images before and after the replenishment of toner, which occurs when a high density image is formed after low density images are continuously formed, and the toner amount consumed following the formation of the high density image is replenished. <P>SOLUTION: A control part 21 of an image forming apparatus 2 calculates a toner replenishment amount corresponding to an output image, and calculates a total toner replenishment amount by adding a carryover toner replenished amount to this replenishment amount. Further, the control part 21 calculates the average image density of a group of images output in the past, and identifies a threshold value Th1 based on this average image density. When the total toner replenishment amount is calculated and the threshold value Th1 is identified, the control part 21 compares both of the values, and replenishes the toner into a toner development device 33 by the amount shown in the value of the latter when the value of the former is larger.
