PURPOSE: A paper sleeve for winding coils or steel plates is provided to uniformly wind coils or steel plates on a paper sleeve by elastically supporting not only the coils or steel plates but also a plane extended from the coils or steel plates within predetermined thickness ranges according to the gap between gullies, the height of the gullies and ridges, and the overall thickness and strength thereof. CONSTITUTION: A paper sleeve for winding coils or steel plates comprises a cylindrical paper sleeve body(10) and a corrugated part(20). The cylindrical paper sleeve body is formed of straw board. The corrugated part is formed on the exterior of the paper sleeve body. In the corrugated part, ridges(24) and gullies(22) are alternately arranged to form a corrugated face. The corrugated part has spiral parts spirally tilted within 2 to 25degress in the longitudinal direction of the paper sleeve. The width of the spiral parts is within 100 to 400mm and the gap between the spiral parts is within 0.2 to 15mm.
