PROBLEM TO BE SOLVED: To provide an excellent duty controller capable of suppressing overshooting at start and capable of ensuring a wide input voltage range. SOLUTION: This controller comprises an oscillating means 102 for generating a triangular waveform of a prescribed frequency, an error amplifying means 101 of amplifying an error between voltage obtained by dividing output voltage Vout at a prescribed ratio and reference voltage Vref, a pulse width modulation means 103 of performing pulse width modulation for the triangular wave based on the voltage from the error amplifying means 101, and a pulse width modulation limiter circuit 105 of limiting the maximum duty of the output of the pulse width modulation means 103, based on the DC input voltage Vin.
