PURPOSE: A device for assuming motion and a method thereof are provided to increase efficiency of a calculation result of a motion search in limited time. CONSTITUTION: A block dividing unit(410) divides an input frame as a plurality of blocks. A section dividing unit(420) divides a search area included in a reference frame as a plurality of sections.
