PROBLEM TO BE SOLVED: To provide a device that can simply install a safety net or scaffolding for preventing a fall accident of a worker in high-place work in the block wall construction work, etc.SOLUTION: A device comprises a beam member 1, a wall surface fixing member 2 and a beam supporting member 3. One end of the beam member 1 is pivoted in the upper end of the wall surface fixing member 2, and one end of the beam supporting member 3 is pivoted in the lower end of the wall surface fixing member 2, respectively. The other end of the beam supporting member 3 is pivoted in the other end or intermediate part of the beam member 1. The beam supporting member includes a length adjusting mechanism, and the angle of the wall surface fixing member 2 and the beam member 1 can be adjusted according to obliquity of the work wall. The wall surface fixing member 2 includes a base part 5 affixing a frictional force generating member 5-1 and a latch 4 for fixation on a work wall surface. When in use, two devices are installed to the work wall surface, and a safety net is stretched or scaffolding is constructed between these two devices.
