PURPOSE: An apparatus and a method for distributed scheduling in a wireless communication system are provided to secure fairness and to perform distributed scheduling in consideration of system transfer rate. CONSTITUTION: A control unit(640) determines a PF(Proportional Fairness) value. The control unit determines a link class with a peer terminal by using the PF value. The control unit determines a variable determining the victory or defeat of race according to the link class. A modem(620) transmits a request message which requests channel occupancy.
