<P>PROBLEM TO BE SOLVED: To provide a heat insulation device of a building external wall, capable of enhancing heat insulation property of an external wall. <P>SOLUTION: On an external wall structure 11c provided on a south face against which sunlight shines among a plurality of external wall structures 11 provided on the outer peripheral part of a building 10, a heat collection panel 28 is provided on the outdoor side of the external wall structure 11c, and a heat collection space 30 is formed between the heat collection panel 28 and the external wall structure 11c. Thereby, the air in the heat collection space 30 is heated via the heat collection panel 28. Meanwhile, on external wall structures 11a and 11b provided at a north face and a west face, heat insulation panels 33 are provided on the outdoor sides of the faces, respectively, and thermal insulation spaces 36 are formed between the heat insulation panels 33 and the external wall structures 11a and 11b. The heat collection space 30 and the thermal insulation space 36 communicate with each other. In this case, the air warmed by the heat collection space 30 is supplied to the thermal insulation spaces 36.
