PROBLEM TO BE SOLVED: To provide a high-definition printing ink composition used for forming an insulating film having an excellent insulating property, and to provide the insulating film formed from the printing ink composition.

SOLUTION: The printing ink composition used for forming an insulating film including at least a nonvolatile component and a solvent is used for any one of reversible offset printing, separate offset printing and microcontact printing, and has at least 75 mass% of polysiloxane as the nonvolatile component.
