PURPOSE: A system for providing a call-continuous service and a method thereof are provided to improve a cost increase caused by media board installation by using a messaging service instead of a DTMF signal. CONSTITUTION: A terminal device(100) generates a call by using a VCC service. The terminal device stores a domain selection policy for domain switching. The terminal device performs function for selecting a domain to be used or switched. A call exchange device(200) processes a transmitting/receiving call in a CS domain. A call-continuous support device(400) receives a message including a specific receiving connection information from the terminal device. The call-continuous support device tries call transmission according to the receiving connection information to interface a call between the terminal device and a receiving terminal device(10).
