<P>PROBLEM TO BE SOLVED: To switch between initialization processing according to a start image and initialization processing based on an updated start file by capturing a change state of the start file after initialization processing. <P>SOLUTION: An image forming apparatus comprises preservation means which preserves a start file to determine initialization states of a plurality of devices and storage means which stores a state of each of the devices after initialization as a start image. In the image forming apparatus, when shutdown is requested, the start file of any device specified from the start image is compared with a stored corresponding start file to determine whether the state is changed (S406).
