The present invention relates to an image processing device and a method that are capable of suppressing reduction in coding efficiency. The image processing device comprises: a limiting unit that limits the use of a correlation area that obtains predicted vector candidates that are predicted values for a vector for a target area, in accordance with the predicted direction for the target area, during predicted image generation during encoding of multi-viewpoint images; and a predicted vector generation unit that generates the predicted vectors using a vector for a correlation area having no limit placed on the use thereof by the limiting unit. This disclosure can be applied to image processing devices.
