The method involves forming primer layer (2) on substrate (1). The heating element (3) with low height is encapsulated in epoxy resin on the substrate. A cover layer (4) is formed on heating element. The cover layer is made of epoxy resin and polyurethane. A slip-resistant polyurethane interference layer made of sand, granule, particle and/or slag is applied on upper surface of cover layer. An independent claim is included for structure for coating concrete and asphalt on surface of traffic roadway.
