<P>PROBLEM TO BE SOLVED: To solve the problem in which: a load on a server side which processes location information transmitted from portable terminals increases. <P>SOLUTION: In a transportation fee charging system adopting a server-client model, a charging system client 2 is loaded as an application in a portable phone. The client 2 comprises a function for periodically acquiring location information of a user who carries the portable phone from a GPS satellite 3 and transmitting the information to a charging server system 1. The transmission is performed in a cycle according to slowing down and speeding up of a user's moving speed.
