Disclosed are a measurement method, a user device, and an eNB for limited network cells. The present invention relates to the field of mobile communications. The method comprises: a user device transmits a non-access stratum (NAS) signal to an eNB, so that upon receiving the NAS signal, the eNB transmits to the user device the measurement control message of a closed subscriber group (CSG); the user device receives the CSG measurement control message; when the CSG list of the user device includes the physical cell identifier of the service cell covered by the eNB, the user device acquires first limited network cell information corresponding to the physical cell identifier, and conducts measurement according to the first limited network cell information so as to obtain second limited network cell information; the user device and the eNB execute the NAS procedure requested by the NAS signal. |
