PURPOSE: A system for generating a numerical map by using external expression elements obtained through a center-of-gravity calculation formula and a method thereof are provided to support improved decision making and intuition by providing a more accurate virtual environment for building a 3D or 2D space information. CONSTITUTION: A first filtering unit classifies airborne laser surveying data into ground data and non-ground data. A second filtering unit(331) extracts point data corresponding to a building from the non-ground data. A polygon generator(332) generates polygon from the point data corresponding to the building by using an irregular triangle net model. A gravity point acquisition unit(333) calculates a gravity point of the polygon. A digital map generator obtains external expression elements of an aerial photo by using the gravity point.
