<P>PROBLEM TO BE SOLVED: To provide information which is able to determine whether or not there is waste in a work included in a workflow. <P>SOLUTION: When designation of prescribed data (an information collection report A) as "a file whose progress to be observed" is received, flow units for editing the designated data are extracted and a reflection rate for each flow unit is calculated.
