<p><P>PROBLEM TO BE SOLVED: To detect illegal payment of a parking fee by exchanging parking tickets. Ž<P>SOLUTION: When a vehicle enters, the parking ticket number of a parking ticket issued by a parking ticket issuing machine is recorded, and the license number picked up and recognized with an image processor is recorded. When a vehicle exits, the license number of the vehicle having been picked up in an entrance when the parking ticket has been issued, based on the parking ticket number of the parking ticket read by a parking fee adjustment machine, and the license number of the vehicle being picked up with an exit license number pick-up camera are received from the image processor, and it is determined whether they match each other. When they match each other, the parking fee adjustment machine is made to start fee adjustment processing. When they do not match each other, at least the parking ticket number having been issued at entering for the vehicle having the exiting license number being picked up with an exit license number pick-up camera, and the license number of the vehicle for which the parking ticket number read by the parking fee adjustment machine has been issued are outputted and printed.
