PROBLEM TO BE SOLVED: To reduce battery consumption when monitoring a vehicle.

SOLUTION: A vehicle monitoring system 1000 comprises: ultrasonic sensors 2 for detecting an object existing around a vehicle V; cameras 1 for photographing surroundings of the vehicle V; a monitoring device 100 having a controlling unit 10 for making the cameras 1 perform a process of photographing the surroundings of the vehicle V if the ultrasonic sensors 2 detect an object; a communicating device 400; and an external terminal device 800.
