<P>PROBLEM TO BE SOLVED: To provide a technique for outputting one pulse with one switch and outputting a signal capable of being connected to even a transistor. <P>SOLUTION: There is provided the technique making good use of acquisition of change in voltage on completion of charging or discharging of a capacitor. A resistance 1 connected to a positive electrode 9 is connected to a capacitor 2 having one side connected in series to a negative electrode 8 and a switch 3 having one side connected to the negative electrode 8 and configured to supply electric power. Further, a connection node 7 is connected to a capacitor 5 and a capacitor 4, the other side of the capacitor 5 is connected to the negative electrode 8, and the other side of the capacitor 4 is connected to the negative electrode 8 through a resistance 6.
