PROBLEM TO BE SOLVED: To provide a charging member that can maintain high charging property for a long period of time for stably charging a photoreceptor even at a high processing speed.

SOLUTION: A charging member for an electrophotographic apparatus comprises a conductive support 101, a conductive elastic layer 102, and a surface layer 103. The surface layer contains a polymer compound having Si-O-Ti bond in a molecular structure thereof; and the polymer compound has a constitutional unit represented by a specific structure.
