<P>PROBLEM TO BE SOLVED: To allow liquid to be discharged continuously without using electric energy and without lifting or tilting a large liquid container such as a polyethylene tank in a bad environment in a disaster-stricken area, or the like. <P>SOLUTION: Air in a pressure tank is exhausted from an exhaust pipe by stepping and shrinking a bellows container by foot, and expanding a balloon in the pressure tank of a siphon type pump. Liquid is sucked from a large liquid container such as a polyethylene tank by shrinking the balloon to generate the negative pressure in the pressure tank as the volume of the bellows container is restored by the restoring force of a spring inside the bellows container after the stepping force on the bellows container is weakened.
