<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus that further suppresses toner consumption in a toner-saving mode. <P>SOLUTION: An image forming apparatus includes: an image holding body 11; an exposure unit 20; a developing unit 13 for performing toner development; a mode switching part 901 that switches between a first mode and a second mode that suppresses toner consumption; an exposure control part 40 that converts input first image data for image formation in accordance with the image formation mode, and causes the exposure unit to perform irradiation with exposure light modulated on the basis of second image data after the conversion; and a discharge control part 90 that, when the average toner consumption calculated on the basis of the first image data is equal to or less than a threshold, discharges toner in the developing unit after formation of a toner image on the basis of third image data for toner discharge.
