<P>PROBLEM TO BE SOLVED: To provide a further-miniaturizable cooling device improved in cooling capability; and a fuel cell having the cooling device. <P>SOLUTION: A cooling fan unit 100 is composed of, for instance, two cooling fans 101. Air sucked by fans 102 is exhausted in the direction of an arrow A through an exhaust port (not shown) formed on a back surface 101c, and cools a heat exchanger 120. The case where the two cooling fans 101 each having a width L/2 half as much as the width L of the heat exchanger are arranged for the single heat exchanger 120 can reduce the area of the cooling fan units 101 as compared with the case where one cooling fan having a width equal to the width L of the heat exchanger is arranged.
