<P>PROBLEM TO BE SOLVED: To provide a reflection type encoder in which a scale pattern can be formed without using a glass substrate. <P>SOLUTION: This reflection type encoder 10 is configured so as to allow light from a light emitting element 18 to be reflected and a light receiving element 19 to detect the light.
